Customer specific Product & location substitute,

Hello Expert ,

Requirement :-

  1.Customer specific product substitute ,

some  customer can accept product substitute if main product is not available

some  customer don’t accept product substitute if main product is not available .

    2 . Customer specific location substitute.:- 

Some customer can accept location substitute if  product is not available in main location.

Some customer do not accept if product is not available in main location.

Note :- We have around 60 thousand customers . / 100 locations &  5 lakhs products

Please give your expert advice on this to achieve.
