Resource Capacity check during CTP

Hi Experts,

I have created a PPM with 2 modes . Capacity of one mode is 2 times higher than that of other mode. I am triggering CTP check during sales order creation. I want system not to overload the capacity of any mode and if sales order is not getting confirmed by one mode it should select the higher capacity mode automatically. But system is only checking the mode priority in PPM and accordingly creates the planned order . I have tried all the checks boxes in resource master like (finite scheduling, bottleneck resource, Overload %) but those were of no use.

Can somebody help me how to achieve this ?
