We have a small issue with our dis-aggregation style and looking for some advice.
Here is the situation. Our final forecast is a sum of Budget + Key figure A + Key figure B. Out lowest level is @ Material level. Typically our forecast should look like this.

Lets say we have three materials and we made an adjustment in Key figure A. Then this is how our system is dis aggregating.

If we notice above, when there is no budget for Material C, the system is still dis aggregating the negative values to those materials and the forecast is negative. Ideally we need the system to be working this way.

When there are no values in the budget key figure, the system should not dis aggregate the adjustments made in key figures A and B for Material C instead make adjustments to Material A and B.
