Cumulative ATP issue in Co06

Hello All-

Have a question/issue related to the cumulative ATP value found in Co06.  In MMBE, i have stock on hand of 3, no reservations.  However, in Co06 with check rule A, the cumulative ATP value = 0 (Receipts = 0, Issues = 5).  Because of this I am unable to confirm any material to sales order lines as the availability check does not think there is stock to confirm. 

Any help/assistance/direction would be greatly appreciated.
