APO ​CTM consistency check is not showing a data error in cases where a purchased item has no valid PIR record

APO ​CTM consistency check is not showing a data error in cases where a purchased item has no valid Purchase info record.

Kindly suggest me valid information and if suitable provide me SAP NOTE.
