Organizing Production Schedulers

Dear Experts,

 

In a VERY LARGE make to stock and make to order batch process factory (means part of the production is continuous and differentiated at the end stage in batch mode), what makes the best practice to align production schedulers such that there is no conflict of interest or the objective of scheduling.. whatever be it ?

 

- By Product or some dimension of it

 

- By Resource / Machine.

 

- By "Sections" within the plant (a section may be drying, another section may be filtration each containing several machines and people)

 

 

Please make suitable assumptions for any missing information needed to adequately answer this question. You can imagine a chemical plant of a company like DuPont making over 1000 SKU's for both consumer and industrial use
