Issue in rate table & Freight order

Dear Experts,

Would you please suggest me on below issue..

1) while i am saving the rate table , it throws a error: 'Save rejected because of missing authority to save instances of node ROOT'

2) in FO order charge tab..i am not able to see charge analysis

3) While Saving the FO , it comes in execution block(says Propagated from preceding docuemnts).  What could be possible cause for the excution block.
