Heuristic schedule sequence manually does not working in PPDS

Hi Gurus,

Just now we have upgraded system from SCM 5.0 to SCM 7.0. Now when I am doing testing for PPDS functionality, I observed that Schedule sequence manually heuristic is executing without results. Error getting as-

"Heuristic 'Schedule Sequence Manually' executed without result"

So we applied OSS note 2023878. Still we are facing same issue. I checked capacity of resource. Capacity is available on the date where we are doing scheduling.

Kindly let me know what we can do to overcome this issue.
