Scheduling BOP: A naieve question

Dear Gurus,

I have 15 BOP variants (APO GATP), one for each location.

Given that Rule(RBA with location substitution) is evaluated during BOP, is there a general guideline/common sense practice on what order should I schedule the BOP variants (I am using process chains but that is immaterial).

Here is what I get confused with

BOP Variant 1 is for plant1 that has items that may evaluate alternate locations P2, P5, P9

BOP Variant 5 is for plant5 that has items that may evaluate alternate locations P1, P2, P3, P15

and so on.

So in the above example I can run variant 5 first and then variant 1 and vice versa.

I understand that this question can have many answers. I am only asking this in the interest of terminal objective of BOP that I would like to state (in my environment) as improvement of service levels (fulfillment) with minimal alternate location proposals (that come at a cost).
