Total Stocks in APO: Pegging to complete batch stock

We are looking to have ENTIRE batch stock getting pegged out to Demand elements during the CTP process/Heuristics run. Used the "Total Stocks" setting on the Demand >> Pegging tab, but ain't helping.

With the setting in place, system shorts the Sales Orders, like in the example below -

Example: SO Qty 275lbs, Batches 1 & 2 available (surplus on Prod View) – 250lbs & 255lbs respectively. The system would short the SO by 25lbs, coz “Total Stock” setting is turned ON on the Product Master. To put it simply, system thinks, since it cannot use the “partial” off of the Batch # 2 (balance 25lbs needed on the SO will leave 230lbs on Batch # 2 still pending, should it peg) & stops there.

Any insights on this would be great.
