Quota arrangement without source of supplier

Hello.

I try create Quota arrangement for external procurement without source of supplier, but the system doesn't allow to do this

"Specify a source of supply for external procurement Message no. /SAPAPO/OO_TR307".

But I can create such Quota arrangement in ERP.

If anybody know how I can create Quota arrangement for external procurement without source of supplier in SCM APO?
