Cannot Create Freight Order from NWBC

Hi Experts

I am working on TM 9.0. I launched NWBC and chose role /SCMTMS/TRANSPORTATION_MGR_V2 (Transportation Manager (TM 8.1) - V2). I clicked on Freight Order Management .

Then when I  clicked on Create Freight Order, it shows an error:

"Service cannot be reached. URL call was terminated because the corresponding service was not available.  Please select a valid URL. Note. The termination occured with system error code 403 and for the reason Forbidden".

What all could be the reasons? Do i need to activate a specific service in T-code  SICF?

When i went to the role in PFCG  and went to Menu and right clicked on Create Freight Order, it is showing:

Web Dynpro Applicat.  /SCMTMS/FRE_ORDER.

Description  : Create Freight Order

Application Config. /SCMTMS/FRE_ORDER.

Parameter

Name: CHANGE_MODE

VALUE : C

When I right click on the node, I see radio-button TADIR Service selected.

Program ID R3TR.

Object type WDYA

Object name  /SCMTMS/FRE_ORDER

Please suggest.
